✭✭✭Not really. But I found her in one of the images that were datamined:
It's just a datamined image, so we don't know what it's for (could be the background for an event, loading screen, Crown Store item, Crown Crate item, etc.). BUT I think this looks like some kind of bundle. There is clearly a pet present, then there's Phedre, and the NPC next to her is wearing some Body and Face markings.
A rather odd choice of things to bundle together, so maybe they will be part of a Twitch Prime promotion (like the purple 'Nowhere mount' was), or part of some event giveaway like the Dragonfall goodies they did for Elsweyr? Of course, this could be just a random image and the items in it could be completely unrelated.3 -

A lot of people who checked out the PTS speculate that ZOS will do a Greymoor promotional event like they did with Summerfall for Summerset, and Dragon Rise for Elsweyr.bluebird Oh! That is interesting! Thanks!
Edit: That looks like the new Antiqarian home in the background. Maybe they come with the home? Or antiquities?
The reason this is a popular theory is that: 1) ZOS seemed to like their Chapter promo events, and might do more this year too 2) The Antiquarian house is not purchasable on the PTS either with Crowns or gold, so it might be unlocked in players collection as part of an event and 3) there is also Phedre who links into the Antiquarian theme and has an unknown source.
- I think there will be an event with an arbitrary counter, like they did with previous events.
e.g. "Complete the Graymoor Pathfinder achi during the event as a collective playerbase, and earn rewards!"
- Then, after certain % goals (33,66,100) they will tell us that we collectively unlocked the next reward tier
e.g. Pet for 33%, Body and Face Markings for 66%, Phedre for 100%
It's not certain, so don't take my word for it... but my SummerDragonSetRise senses are tingling.

The Phedre-Pet-randomdude image has a related name now. "Bundle: Lost Treasure of Skyrim"
So it seems it will come as a bundle, not an incremental reward. Its source is still a mystery, and they can giveaway a Bundle as an event reward too... or maybe it's a bit of a stretch to still hope.
I was hoping we'd get Phedre as NOT a Crown Store item... I guess we'll see.
What might cheer us all up though, there are 3 more Houseguests datamined!
