Procsets scaling.

IMHO procsets should work like regular abilities and scale off of our stats like wpd etc, instead of having them do high dmg for no reason.
I don't hate the idea of procs as they add flavor, and I think this would reign in their power, as running multiple procsets would greatly diminish the Power of each individual proc due to lost stats.
This would allow ppl to run 1 procset and focus on stats otherwise, and would still have some flavor left over!
