It used to be that the NPC would give you the Light Tel Var Sack if you turned in a quest before the 20-hour timer was up, and if they gave you a Siegemaster's Coffer you knew you were getting a merit. They very recently changed it so that you always get the Siegemaster's Coffer and you have to open it to find out if it contains the merit along with the tel var sack.

Interesting, thanks for confirming that. The positive side of this is that you can do a bunch of quests and stock up on coffers, and then open them at your leisure once a day.

Unfortunately, the "one per day" items will not be there. You are forced to open them every (20? 24?) hours, or lose the item.
