But since you're in a pickle, head to Velyn Harbor. One in the bank building and 2 in the TG building. The latter is where I see the most drops. There's a chest behind the Kajiit and another behind the guard in the back.
Take note of the revolving guard, and you should have the writ in no time.
I know this because I am doing my TG "Crime Spree" runs to level up things.

For me, it's some of the antiquities that drop from safeboxes. Right now I'm having trouble with the Tri-Angled Truth Altar and the Silvenar Sap-Stone. Safeboxes are plentiful in Bal Foyen, but I ran around for three hours rapid fire opening them and couldn't get the Truth Altar to drop. (I have a guar collection for my troubles, and a piece for a second music box.) As for the Sap-Stone, I'm convinced that safeboxes just don't exist in Malabol Tor. Go to Bal Foyen on off hours. I tried finding the lead soon after it was fixed and was always a few milliseconds late to the safe boxes. I saw a lot of players open the boxes, but didn't find any to open myself.
Last Sunday I went there during my night time and there were fewer players around. I managed to open a good number of safe boxes and eventually got the lead.
I got the Silvenar Sap-Stone the day the fix went live. I ported to Black Villa and was on my way to the Baandari Trading Post when I decided to check the delve nearby. I got the lead from a strangler in the boss room. A friend of mine got it from a chest in the same delve a few minutes later. IIRC pretty much anything in Malabal Tor can drop it.

Yeah, see, I was one of those inconsiderate jerks hogging all of the safeboxes. lol I stayed in that round crafting room in town and just zipped around picking up all of the boxes. Besides breaks, I was at it for a few hours, didn't get the lead to drop, and ended up with a 50k bounty. Maybe I just have especially bad luck.
Guides online say the Sap-Stone drops from safeboxes, but if it's from anything, that makes things much easier for me!

The Meridian Sconce is the one being a thorn in my side.
The sites I look at say you can either get it from the trial or treasure maps in Gold Coast. But I've done so many treasure maps there I'm beginning to doubt if the information is correct.
