I know there were two houses in Wrothgar that are no longer available to purchase.
But I don't see any inn rooms offered through the "Room to Spare" in the Orc province. Why ? You can find her in Vvanderfell, Summerset, Elsweyr and Solitude. Why not Orsinium ? It would be a simple thing to do in a patch ...

But the Chapters become DLCs once the next Chapter is released. So there should be no reason to prevent Felande to expand her lease opportunities ...

I'm not sure what your new reply has to do with the quest "A Room To Spare" introducing new players to housing.
When old chapters become DLC, Felande is expanding her lease opportunities in the new Chapter.
Orsinium predates housing and new players never started there (and don't ever start there in any version of the game, unlike the potential to start in the base game, Morrowind, Summerset, or Elsweyr, depending on which edition the new player has bought.) So that's not a reason to add an apartment.
Really, the only good argument is "ZOS, enough people would buy it to make it worth your while."
Though they recently released a much bigger orcish home. I suppose you could buy the Forgemaster's Falls and roleplay that it was their childhood stronghold before they went out into the wider world to become an adventurer.

That might well be the reason why they did not put a free inn room in Wrothgar. It does not at all mean that they can not put a free inn room there, much less housing for purchase.
