I have to say i like the concept of this set but there are some issues:
1. The range of the proc whirlwind is 4 meters, thats insanely small, you literally have to stand on top of your target to even hit, and on moving targets you can forget it.
Since the ability it "enchances" has a 6 meter radius, this should have that as well imho.
2. The target cap of hitting 3 random enemies around. Why? Blackrose wild implse can effect as many people as you hit with impulse and does way more damage(not to mentioned not affected
by major evasion unlike Chaotic Whirlwind). Imho the target cap should be removed, no reason to have it really. Also Wild impulse ticks even if the target moves away fromy you, Chaotic Whirlwind requires the user to stay close to the target(s).
Imho the cooldown should go as well, seeing how the damage isnt really that high, but thats debatable.
