Permablock. Very Annoying

Anyway someone would write it, so i do it myself: yes, recently i was [Snip] by 2 permablock mdks and i am not have any block wrecklers on my bars (not every class is a sorc or have a space for fighter guild useless costly skill).
So my suggestion about permablockers is easy:While you hold block your damage output reduced by 75%.
While you are in shield ult your damage output reduced by 50% (we are all humans, it's ult tho)
And what do you guys think about it? Maybe you have another vision of it, my forum folks?
