The story that the Golden Vendor has random items is one big lie. Items to be sold are probably chosen by someone from ZOS staff.
Right now there are 24/16 nonDLC and DLC dungeons but the rate is like 8 non-DLC helmets for every 1 DLC helmet available for sale. Somehow the algorithm favors heavily the base dungeons helmets. And whenever a DLC helmet appears, it's one that appeared again in a previous sale.

Zaan will be nerfed into oblivion before it ever appears on the Golden.
