Antiquities Leads - Drop without Skill LIne?

I did some research but could not find any conclusive point. Does the leads drops automaticaly to any account chars or must have the Antiquities Skill line active?

any character can pick up leads. the skill lines are not required

And just in case you don't know already, the leads are time limited to 30 days, then they disappear if you've not used them. You can always get them again though.

So, If I create a new Char level 3, don´t go to Skyrim to activie the new Skill Lines, my level 3 char will have a chance to drop Leads?

Any toon can pick up leads with or without the skill line. Those without the skill line just won't be able to scry or dig them.

They definitely do drop without skill line

They drop without the skill line, and without even owning the chapter.

Same here, didnt buy Greymoor, still getting the leads on all toons!
