Moons-Blessed Ceremonial Pool drop rate bugged

Hello, there seems to be an issue with the Moons-Blessed Ceremonial Pool drop rate. The first time i farmed it, i got it after like 20 min. Now its been like 2 weeks of farming and no drops at all. I've had people told me they got a second one but after two weeks of farming I gave up. Is there a cooldown of a few weeks ? Does the drop chance changes after the first one is dropped ?
