unknown staff motif i saw

so, I was in alinor doing my writs when I saw someone with a staff, I know basically every style of staff's apparence, but have never seen this one, don't have screenshots or anything, player ran away, but it was a staff with a skull with..what looked to be wings? I have never seen this before, I checked eso fashion, it doesn't seem to be there, so I am assuming this was either a dev, or a hacker, has anyone seen this style? if so what is it?

yes that is the one, I didn't noticed the eyepatch, as I said I only got a brief view, thanks it was definitely that thanks

I think it is the Pirate Skeleton staff. Although the pictures on ESO Fashion only show the back of the staff.
