Cyrodiil invulnerable wall spots

So in the past two months I've run into players in Cyrodiil and IC who are somehow embedding themselves in a seam inside a structural object and becoming invulnerable. Three spots I have noticed that are being repeatedly used are the battlements on the top of the outposts (the player gets on the outside of the parapet wall and "hangs" there) and a seam at the base of the Alessia bridge on the Alessia side (player gets partway inside the foundation structure and parks), and one of the walls on the door side of the overland districts in IC (player gets into a corner along the wall and parks). During this period, the offending player is unable to be targeted or hit, and just needs to wait until people get tired of trying to hit them, and then when the attackers let their guards down, the player emerges and executes players at will.

Has anyone else experienced this, and how long has it been going on? I searched the forums for this exploit and haven't found anything, but it's obviously cancer to the game and I don't know why more people aren't talking about it.

If that's the case, I presume that the remedy is to report these players, in which case my question is to ZOS: what burden of proof do we need to meet to effectively report these exploiters? Do I need to record my video constantly and take snippets in the rare event that it happens? Is a screenshot of a bunch of players standing around staring at a person in a wall good enough? I have a screenshot where I whispered the guy "nice exploit" and he whispered back ":)" - is that enough evidence to report the player? Some specific direction from ZOS on this would be nice.
