How blastbones dmg is calculated?

1) At which moment of time the stats (max mag, spell dmg, penetration) determine the damage of blasbones? On cast or on hit? For example, I want to buff my blasbones damage using master destro, should I cast reach -> blastbones or blasbones -> ... -> reach (before they hit)?
2) If I wear necropotence and have NO other pets active, will blastbones have their dmg increased based on necropotence proc?
3) same question about dismember passive - if I have no other grave lord skills activated, will blastbones benefit from the increased penetration?
