Bar-swapping and skills unresponsive in Cloudrest

This has happened to me 3 times in the last couple of runs of Cloudrest. Cannot bar swap. All skills become unresponsive. Can still move around but can do nothing else. It's not the spring bug because I'm not stuck sprinting. Cannot log out because I'm in combat. Only solution is to quit the game. Then when I try to log in it tells me I'm still logged in, further exasperating the experience. I filed a bug report in-game.
Also, bar swapping in general feels off since Greymoor dropped. It consistently fails. I can be just sitting there swapping bars doing nothing else, and it maybe fails 5% of the time. Ping is normal for me, 70-100 ms. Not sure what's going on but I've never had bar-swapping issues before.
Others have experienced the same thing. Just want to make sure ZOS is aware.
