Usual response for this type of poll:-

Both. Different teams do different things.

As for the players, some don't want new content, some don't have any problems that need fixing.

    Next poll please!

^^^^^. There are people on the team that lack the skillsets for troubleshooting and fixing content. If Zos were to cease creating content they would have nothing to do. They cannot work in a vacuum where no one else is participating.

Additionally,, Zos learned their lesson about ceasing the flow of new meaningful content in the game when they stopped doing so to get consoles ready for launch. There was a heavy exodus.

Similar has occurred with other games. SWTOR is a good example of this. They slowed down the pace of adding new group content and focused more on solo stories for any MMO. They lost players who had been with them from the beginning due to this less than brilliant decision.

I would answer the poll but OP did not provide an appropriate answer for me. My answer would have been continue developing new content while also working to fix the existing content. The world is not as simple as the poll makes it out to be.

    Two very very different teams
1 that is being paid, that can create new content
1 that seems not to exist - so fixes are not happening

Because these particular polls are ten a penny, and that is how they always end up.

Plus it's my personal response to the question. Different teams, so both.

Needs reworking from the ground up. Won't happen though.
So they raised the floor and lowered the ceiling. Except the ceiling has spikes in it now and the floor is also lava.

You're right, guys: the teams are different. No one should expect a person who works creating 3D models or dialogues to fix the code.

But every time you create content, you add bugs and whatnot to the list of issues. And the team that works fixing them seems to be overwhelmed. So the idea of giving new content a break is to allow this team to catch up. Is it ideal? No. But it might be the lesser of two evils.

A lot of people might leave for lack of new content. But how many are leaving because of performance?

    Add
Well I'd rather add though I'm hoping they fix (in my opinion if you can't do both you shouldn't be making games). But I also just hit and split with most content. Not much for replaying something I've already done so bugs and stuff aren't that impactful to me. And if its some kind of bug that only pvp has I care much less than that. Really I play games like I watch television and games are what I do if all I got are repeats. So I get real annoyed if some event or achievement is to do something over and over (which most do which explains why I'm so annoyed by this game at times).

As always, a poll answered by half a dozen angry dudes (and gals) will never be taken into account by ZOS, because it'll obviously be so biased it'll have relativistic effects.
And ZOS is quite right to ignore them.

That would be a fair point if the population was falling steadily, but actually it continues to grow. The new members exceed the members who quit. Don't forget that most players participate in the PvE content (whether by choice or necessity is commercially irrelevant) while only a minority participate in the competitive PvE/PvP content that is primarily affected by performance issues.

Both but add is of more importance.
Simple reason is that adding content creates new hypes and possibly sales and brings in new players. (More, easier money)
Meanwhile you have to fix content to keep players playing. However fixing content is tedious, usually costs more resources because you aren't writing new code you're adjusting existing code sometimes code that isn't made by the same person or old code from years ago.

It's why DLC/Recent chapter content wise, it's just better compared to the older zones. (Dont get me wrong there are still flaws) but compare it to the older zones, they're just way better and more appealing.

    Fix
Unfortunately it is not as easy as you picture it. Of coarse i am for fixing the game, but you have to see all sides.

In the business you have developers (in lots of different sections!), you have server technicians, graphic designers, much more. Let's say some of those developers care purely for one section of the code, that is entirely unrelated to game problems. Now you want them to focus only on this thing, but they don't necessarily understand what is happening and involving those people could bring problems then it solves.

Same for the graphic designers for example. They have nothing to do with game related bugs, they care maybe for the crown store. Should they stop doing whatever they're doing and focus on fixing bugs, that they understand as much about as you and me?

With that being said, i do agree that there should be more focus on fixing bugs. Some of them have been around for years to come.
