Big PVP Bug

I just confirmed one hell of a pvp bug during this pvp event. I went into Blackreach campaign because it showed the player population for EP and AD full and DC almost full. However the entire map was almost blue. I confirmed the bug when I zoned what other players had. One responded that theirs showed EP and AD was almost empty and DC was full. This bug has been screwing me big time during event as I've been switching home campaign over and over again.
