I'm in the Imperial City Elven Gardens District. I can see the daily quest icon on the first floor of the ruined building - but for the life of me I can't figure out how to get there. How do I speak with Quintia Rullus?

✭✭✭✭✭You can’t get to any of the quest givers from the street level. You can only get there from your sewer base, or from spawning in that district after death (if your faction controls that district).
The most effective way to pick up the quests is to play chutes and ladders in your base before you actually start playing. Pick a ladder and go up, grab the quest, then go back down the hatch to your base, pick the next ladder to go up, and repeat that until you have all 6 quests. Only when you’ve picked them all up should you jump down to the street level.
