Underwater Fox in Western Skyrim

Yesterday I noticed a Fox running under water in western Skyrim, at first I thought it was just a really big fish, this was in shallow water so I can understand that npc's will run through that terrain normally but this fox was placed in water over its head just sitting there. This was near the southern most wayshrine by Karthwatch and the harrostorm.
