No Mobs in Harrowstorm

How do you get a harrowstorm with no mobs to respawn? Does it take up the only Harrowstorm slot?

I just saw one in Miner's Lament Ritual Site. Nice storm, but not a single mob in site.

Well it's a bug nothing else. Thanks to ZoS great decision to not give us a proper patch for an entire month after releasing a very buggy expansion. It's only in that particular instance so if you manage to get into another instance of the same zone it's fine again. For the daily you HS quest you can also alternate between western Skyrim and Blackreach.

I have to agree. That’s probably one of the dumbest decisions they have ever made and surely didn’t help with getting people to embrace the Greymoor chapter. I realize that they wanted to concentrate on Stadia, but that’s not where their “Bread & Butter” player base comes from.

this is happening again, April 2022 XD a Harrowstorm is swirling around, but there's not a single mob in the area. Obviously, it's not gonna rise up in another location till this one goes down! Please, dear Devs, can you fix this ?
