Wait near one until it spawns and then hope that someone puts in zone chat that a different one is up.

Well on PC-NA I normally go to blackreach.
People actively call out live storms and there is a lot of people doing them.
Also you have the added benefit of them being (overall) wayshrine friendly-ish.

It's easier in Blackreach because there are only 4 storms there and people usually tell others in zone chat when a new one is starting.

The Solitude Docks wayshrine gives a good view of most of the storms
If only there was a good wayshrine that gave a good view of the 2 northern storms...

Look up.
You can see active Harrowstorms from pretty far off if you look to the sky.
