The very first thing I did after getting access to it is put a set of attuned dragonguard crafting stations in my primary residence for friends on guildies
and the cyrodiil capturable town ones, which I can't see a PvEer going to get - for writs, since no one will actually ever wear those sets

Yes, it just needs the attunable station in its inventory

It isn't about the number of hours, but the number of quests. IIRC it's something like 12 quests (not only dailies. Most quests in S. Elsweyr count for that). Also going by (faulty) memory, the dailies from Senchal do NOT count.
As said by other people answering you, no one can attune a crafting station for you, as attuning it will bind the crafting station to the person who did it, very much like changing traits on gear/weapon/jewelry.
