Deshaan/Narsis Questline Status [SPOILERS]

I just started replaying recently and finally got to the deshaan questline. I got to Narsis and decided to help the villagers, and Councilor Ralden was saved. Except he stays in that Abandoned house forever with the other guy. Does this state never change? Doesn't he return to the town? Also most character act as if the quest wasn't completed still commenting stuff that had already passed. The same with Varon Davel he just stays at the entrance of the same abandoned house commenting past events, and at the same time is inside the kinsman house acting as the Councilor even though the real one is still alive.
Is is supposed to be like this? Is it a bug?
