Question about resource regeneration in PvP

Hi everyone.
I'd like to ask you about recource regeneration. I play stamblade and I have 750 mag recovery and 2100 stam recovery unbuffed. Stamina is regenerate 2,1k per two seconds but magicka regenerate 1,5k per two seconds. How is this possible?
And maybe more interesting thing. When i put down jewelery piece with infused stam recovery (270 stam recovery), stamina regen was same! 2,1k per two second.
Can anyone give me some explanation? More deeply please. I was thinking I'm experienced player but now I'm very confused.

How are you able to see that Magicka is regenerating at 1.5k per tick when it says it is only 750 per tick?

Can you provide a video, especially with the jewelry? If another piece of jewelry is equipped before slotting the one with the stam recovery please include it. Of course, it should show the character sheet.

Because I was watching magicka bar. I use some magicka based spells and then I was watching magicka bar. It was 1,5k magicka per tick.

I just remove one jewelery with stam regen enchant. And sure, video is possible, but tommorow.

You must have been out of combat. When you are out of combat recovery is doubled. Your character sheet will show you in combat recovery.

It was in same time and I try this in both situations. And same result - mag recovery was doubled but stam was same.
