Question about resource regeneration in PvP

Hi everyone.
I'd like to ask you about recource regeneration. I play stamblade and I have 750 mag recovery and 2100 stam recovery unbuffed. Stamina is regenerate 2,1k per two seconds but magicka regenerate 1,5k per two seconds. How is this possible?
And maybe more interesting thing. When i put down jewelery piece with infused stam recovery (270 stam recovery), stamina regen was same! 2,1k per two second.
Can anyone give me some explanation? More deeply please. I was thinking I'm experienced player but now I'm very confused.

✭Resource regeneration is different in combat and out of combat. The character sheet (without addons) only shows you the in combat numbers. I'm not sure how the out of combat regeneration is calculated. I looked into that maybe two years ago and the thing I remember is that I got confused too.no CP PvP PC/EU
