Why make a pair of boots with such conditions and not fix the combat glitch? Has to be the trolliest thing Zos has come up with lol.

The boots would have at least a few applications under normal conditions. Any time you're in combat when you're not actually in combat, you'll feel like tossing a khajiit against a wall.
