    Nope, it's not always been there. I hang out in Coldharbour a lot. That stuff all appeared right when Greymoor dropped.

    If you've completed the Coldharbour quests, there's also an NPC that's planted right on top of the wagon (but she just has generic dialogue regarding Coldharbour, nothing specific or special. I recognize her; she used to be one of the extra NPCs who hang out in the crafting area. Don't know why she was moved. Her dialogue has not been affected in any way; she still says the same things she said before Greymoor).

    They also added a Jewelry crafting station to Coldharbour in the Enchanter building; that wasn't there before Greymoor either.

    I have a feeling they might be doing something regarding Coldharbour...perhaps we're going to return to the zone in the storyline and they're going to add more quests (and there will be a new achievement furnishing NPC who will be in regards to those quests?)

    Yeah, I was wondering about that. As Wolf_Eye said it appeared after Greymoor patch. Maybe they'll move the Luxury Vendor here eventually? The current location is quite obscure. Anyway, here's the screenshot with the npc Wolf_Eye mentioned:

    Most of the things here were sold in luxury furnisher store. It's stock changes every week and rotates yearly with a new item added each iteration. Check it out here. The cart that the npc s standing on was a part of a Crown Store kitchen pack though.

    2021 is the 15th anniversary of Oblivion and I've seen a lot of theorizing that they'll be doing something related to Cyrodiil like adding some of the missing parts, but what if we're going to spend some (or most) of next years storyline in actual Oblivion?

    I might be missed it before but with greymoor it seems they updated some starter locations also, like adding extra stations missing for example dyeing/outfit one in Davon's Watch where was just an empty barn.
