Error 210 and cannot sign into support

First off, I have read and done the steps posted in another thread - but I absolutely do not want to reinstall 100GB of this game. My internet limit is 25GB. I also can't install the patch manifest through chrome or internet explorer.
Second, I can't sign in to submit a ticket. It says "Login failed" :/
Third, I used the game consultant thing and got a log - which I can't attach to a nonexistent ticket.
Last: Waiting a few minutes brings the repair button. If I click it, it starts off at 0% then it loops back to the error 210 message.
So what on earth do I do? Why can't I sign in to support? How do I get a ticket without logging in?

    There are a few additional troubleshooting steps you can take for this error, such as downloading a new patch manifest file. Instructions for these additional steps are listed in the help article below.

    @ZOS_BillE I can't get past step 2. The download won't start on chrome or internet explorer
    // just realized the steps are not a sequence, simply a list. So that was misleading...
    I did step 1. Can't do step 2. 3 and 6 doesn't work, repair just loops it back. So I'll try 4 and 5

    Deleted program data (step 4) and now the launcher is infinitely stuck on "Loading".

    @ZOS_BillE the file you reference fails to download in 4 different browsers, Chrome, FF, Edge, and Opera.

    OK, not sure if related, but after my last post, I noticed Discord wasn't working, and Google Calendar wasn't accessible, even though I could browse the internet (I'm here :smile: ) and check Gmail in the browser. I did a full power cycle of my router, modem, and switches, and then rebooted this PC again.

    After putting the platforms.xml back where it belonged (got error on the first attempt that is was missing) I can now connect.

    So I dunno, related or not, but that's what I found and did.

    my launcher is still stuck on "Loading..." omg. The ProgramData folder returned but still

    okay my hard drive lost connection so the launcher crashed. When I started it up again it fixed - now downloading the patch. So if anyone else has this issue, I suggest deleting ProgramData or asking someone else to download the patch manifest file for you and email it. I can finally play :D
