Rally is Buggy in Greymoor! Not healing / scaling correctly with the modifier.

So it's now been proven that Rally heal is bugged at the moment. What happens is sometimes the modifier does not apply to rally heals at all, sometimes the heal does not get amplified correctly by letting it tick fully (or even halfway).

Also one of the top comments from that video:

Take the rally tooltip, multiply it by .4 to get the 40% of the healing you will receive in pvp. Now multiply it by 3, which is the 300% increase to that heal you get for fully expired Rally. NOW take that number and multiply it by .4 to represent the 40% you are supposed to get from the heal in pvp. You get the non crit rally heal in the game play video. It is double dipping in the heal reduction.

When you test it yourself, or look at the video, this is also what seems to be happening right now.

    Rally has been bugged since day 1. They've never fixed it. Thats why you don't see any builds ever using it.

    Rally has been the meta since this time last year when healing got the large buff it did and forward momentum got the nerf that it did.

    I’m on PS4 and haven’t noticed any lack of healing with rally. It’s my only heal too besides the pathetic meditate heal

    Watch the video and test it yourself. I guarantee its not healing for what it's supposed to...
