What are you looking for? Nothing should take that long to get, unless you are looking in the wrong place. ZOS has actually made a lot of things less RNG dependent over the years. Ask anyone what VMA was like when it was released and they will tell you how bad RNG was back then.
The first time I saw a shield drop was running it on normal and of course it was with people under CP so I could not do nothing with the shield. I'm just curious as to why this grind for these two pieces are this bad?
The first suggestion is run with friends/guildmates to help you farm it. That way you can make sure it will drop in CP160 and have 4 times the chance of getting it. It really helps.
The second suggestion is to use another set for the shields and have the last piece of Ice Furnace as armor or jewelry. It is probably the easiest solution.
Both together should speed up your gearing.

The setup I want to run would result into me having to farm maelstrom arena for weapons and jewelry and we ALL know how that goes lol

That is a choice and that is fine. Do not forget about running with a group of friends/guildmates as it prevents one of the problems you mentioned and increases the chance someone will trade it to you.
Just suggestions. Doubt Zos will change drops much as they have greatly improved things from how it used to be since we can change the traits now.
Good luck.

Maelstrom is pretty easy to farm. Normal takes like 20 minutes max and you get jewelry and weapons usually, plus you get maelstrom weapons on normal now. It took maybe 10 runs to get a full set of succession and I ran it on vet. It really takes no time at all, like I said earlier, put yourself back to when maelstrom first dropped and then you have something that you can complain about.

It's called Dragonstar Arena and Blackrose Prison.

Ask the people who have been farming for Invincible every single week since 2008/9 in World of Warcraft if they think ESO has bad RNG. Yes, sometimes it sucks, but whether we want to admit it or not we are babied when it comes down to gear.

Maelstrom Arena with friends? That would be a great idea indeed. Well, maybe not, I'd like to keep them.
Joking aside: Maelstrom Arena with friends?

I know someone that has been running vet Sunspire trying to get a perfected false god chest since VSS dropped.
They still havent gotten one in ANY trait.
I have run VSS more than any other trial in the game and I have yet to have a dagger or an axe drop for me.
Luckily I finally got one once everyone else in my group had thiers and someone got an extra one
BSW inferno anyone? I have heard people run COA 100+ times and not get one to the point where people start suggesting to adjust their sets so the weapon is the other set because they probably wont ever get one.
