is Giants coast ritual site bugged for harrowstorm event?

Been here for 2 hours on more than one occasion - its the only one I need to finish all of them. Never seems to start the event. NA Xbox

Well, the harrowstorms are bugged in some instances - The dwarf one in blackreach and far eastern one whats its name in western skyrim.
They have visuals of active storm, but there are no enemies, and cant be finished, thus preventing others from spawning. I reported the bug, as Im sure many People did, but of course no answer or acknowledgement from zos - as usual.
If youre unlucky and land in bugged instance, try porting to a friend or guildmate, who might be in a working one.
As for the long wait time - if youre lucky and storms do work, they spawn completly random and having no map indicator like Elsweyr dragons, its best to ask people in zone which one is active. Or jump beetween wayshrines, so you can observe several places.
edit: just saw youre Xbox NA - The Latter still stands, the former bug i mentioned - no idea how it is for you guys, but on pc eu bug exists and its quote annoying.

Just got bug in North Watch storm, lightnings strike - no action. waited for ~10 mins and left
