Meridia puts a debuff on the attacker(not the wearer), and then goes on cooldown. Other attackers will be unaffected until the cooldown ends. The cooldown is longer than the debuff, so it always only ever debuffs one person at a time.

Meridia gives you "Miss" message, so it's not the case in that situation.
It may be sets like Crusader (Increases the duration of the dodge chance bonus of Roll Dodge by 0.3 seconds) or Glorious Defender (When you deal damage with a Light or Heavy Attack, you have a 9% chance to gain Glorious Defense for 10 seconds, allowing you to dodge the next attack made against you) or probably some weird bugs with guards or something

In your next post you say that the "worst part" is that it can be reproduced and abused. Why not make the game a better experience for when you return by reporting it?

But I am still frequently chasing people right in front of me who are running full speed, no dodge animation, and I get "dodge" with most of my abilities. It's very hard not to suspect an exploit when you see this

Because you get a short time window after a dodge roll during which you dodge incoming attacks.
Every so often I see players who when attacked with abilities the word "Dodge" comes up repeatedly when there is no dodge animation. Sometimes when they are running away full speed.
Last night a guy was just standing in the middle of a battle and repeatedly "dodge" appeared in rapid succession despite no dodges.
Can this really always be from Blessed Meridia set? Can anyone confirm that this set causes the "dodge" message to appear? Occasionally the dodge animation is late or lagged. I get that. But sometimes there is simply no dodge roll.
If it is all from Blessed Meridia I think the word should be changed to "miss" to avoid confusion, after all that is what the set description says, you "miss" them, they don't "dodge" you
Yeah, I see players in full speed on mounts "Dodging" every thing I fire at them. Buuut, we simply have to understand that some players have such skills and fast fingers, that they unmount, dodge, and get up on mount without us being able to see it. We just need to L2P, git gud and SHTFU, or search the internet.... If we crank up our sound we def should be able to hear it, I'm sure...
Yeah, that's about it round here. But you forgot the part where everyone tells you they're probably wearing this particular set that gives them dodge, as well as that other set that gives them a massive stat pool, on top of that set that gives thousands of regen, oh as well as this other one that gives them a ton of mitigation. Plus ofc those two proc sets they hit you with for massive burst damage

The video is shown as posted 2021, but there is a 3 year old comment on it, which corresponds with the time shuffle gave dodge chance.
