In my experience there seems to be a cooldown on these leads.
I have been trying to get all the ancestral motifs by using my treasure maps and buying others’ for the relevant zones. If I have already acquired quite a few leads that day, I’ve found myself using more and more maps without success. Trying again sometime the next day seems to yield a much better chance at getting motif leads on the first or second try.
This is of course purely anecdotal, but there are similar motif cooldowns in game (e.g. stealing House motifs in Vvardenfell, getting Shield of Senchal from Dragonhold dailies, drawing New Moon Priest from the box before that mechanic was changed, etc.). So perhaps there is a cooldown on these as well — if not a hard one, then at least a much, much lower chance to draw motif leads from multiple zones in the same day.

Also, dolmens for treasure maps? There are other, much easier, ways to get treasure maps. Even if you don't want to go farm chests, you could wait a few weeks and map prices will drop (as has already happened on PC) and you can pick them up then.
