Well, of course it is. I'd call it customer exploitation to be more general about it, but it's a &*$Z& move for a game developer to be selling cash shop exclusive inventory expansions like this.
They did the right thing when they offered inventory expansions with the housing storage chests. These were available in the cash shop, true, but they could also be earned by playing the actual game?

Yeah those 5 or 10 extra inventory slots mean I can now go clear vMA and vCR+3
It is pay for convenience, not pay to win.
Pay for convenience the same as the banker, or the merchant, or the skill lines, or the skyshards, or the storage coffers ...
People really need to learn what pay to win means and stop throwing it about willynilly.
