Solitude does not count as a safe zone while logging off

While logging off in Solitude, you're forced to wait through the 10 seconds as if you're not in a safe zone. In most other big cities you will be logged off instantly, instead of having to wait for 10 seconds.

I attempted to log off in various places starting from the Blue Palace, moving to the wayshrine in the middle and all the way to the exit door. In all cases I was told to wait 10 seconds instead of being logged out of the game instantly.

    Interesting, you get that timer when in you are not in a safe zone? I usually hang around in mournhold and get the timer there from time to time...

    It is very inconsistent, yes.

    For example, in Vvardenfell, Vivec City, if you try logging off right next to the city entrance shrine, you get the timer. If you walk a little bit towards the city, closer to the arcway with the guards, you enter the safe zone and can log off instantly.
