Guild Quests in Western Skyrim

I created just new character to play the last chapter in West Skyrim. And at 5 level old I got two guild quests: "Long Lost Lore" and "Anchors from the Harbour", from Mage and Fighters guilds. I think this is a bug.
- When I player Summerset by a new character there were not such quests.
- They lead away from West Skyrim to the Classic and break the history line of West Skyrim chapter.

Disagree. First of all in Summerset this quests absent. Second, let's imaging I am a newbie and I am in game for a first time. Just do quest and have fun. If this quests lead me away to the Classic zone, I'll get other quests from the Classic, "main story", for instane and West Skyrim quest story will be broken. That's why this quests absent in Summerset, IMHO.0
