Imperial Style Question

I purchased the ESO game on release where you could have the Imperial Style, etc. Two of my three vets have access to this style. I have one vet that cannot make anything Imperial.

I just came back to the game and getting back into writs so when I tried to use the Imperial style today she didn't have access. Not sure why she doesn't have access. Is there something simple I am missing so she can craft Imperial? I thought any character would have access to this style for crafting. She is maxed on all crafting levels/types as well. Thanks!

    Prior to outfit style implementation, Imperial style was a conversion; you could right click on any existing gear in your inventory and convert it to Imperial style. You could not, however, craft imperial gear straight from the tables without having learned the imperial motif which is a per character book. You can still freely utilize the style using outfit stations on any characters though, similar to how conversion worked previously.

    If some of your characters were of the Imperial race, then they would be able to craft in the Imperial motif without having separately found /bought the book. Only people with the imperial upgrade/edition on their account can make characters in the race.

    True so imperials can craft imperial motif. You non imperial characters can not unless they get the style, just logging in on the imperial character should give the motif as an outfit if not given automatically.

    And the conversion function was so worthless, you could not convert sets items at least none you found overland or dungeons. Converting crafted sets, even if possible why don't craft in the style anyway.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
