Possible Bug: Silent Dialogue and Frozen Faces

I'm seeing this a lot lately. At first I thought it was because I was a vampire, and people were not wanting to talk to me but had to for quests, so I thought maybe that's why their faces were frozen in scowls even though I could hear them speaking their dialogue. Because it seemed to start happening after the first time I got to stage 4 and tried to talk to someone while in that stage. But a friend who is neither vamp or WW said she is experiencing the same thing. I went back down to stage 1 and it still happens.
I've seen it a few times. These issues:
1. I will talk to quest NPC and their face will be frozen in a scowl, but the audio of their dialogue still plays, and they still do any emotes like moving their arms and stuff.
2. I will talk to quest NPCs and the audio of their dialogue will not play. I just read the quest and move on. Their faces are usually frozen in a smile or scowl when this happens.
3. Twice now the audio has started to play, but then fades out to silence about halfway through. Trying to leave the dialogue and reload ui doesn't fix.
Edit: using /reloadui does not fix it, but I did try completely exiting the game and starting it up again and that DID "fix it" but that's not really an ideal solution to have to exit the game every time it happens.
I am currently questing through Eastmarch.
I have only two addons: Skyshards and Lorebooks, both up to date.
I have only seen this happening the past couple of days. The silent dialogue has been happening a bit longer than the frozen faces, and happens more often.

On Asus Rog Zephyrus S laptop with GeForce GTX 1070 and Intel Core i7-8750H
Running windows 10, up to date
The only other programs I run while playing is Discord, and Kaspersky is my virus program that always runs in background, and Razor Synapse for my mouse and headset.

Since last update. Requires relog. Sound is glitchy elsewhere but this bug described by OP is quite noticeable.5 -
