Hitting multiple load screens after walking 3 steps in cyrodil

I dont know whats going on, were only 1 bar population on all 3 factions on the Blackreach campaign and when I move 3 steps I hit a load screen. Happened 5 times in a row before coming here.
Update happened many many more times

✭✭✭✭✭The north part of the map is far worse then in the south. Any dev should go from Warden to KC, and the could see for themselves.3 -

✭✭EP territory in tri-keep area is a no-go zone if you don't have to. Arrius-Farragut-Kingscrest always has multiple load screens for me.
