So, I didn't install in the default location, no live folder on custom install. So did I do something wrong, everyone says make a addons folder in live. No idea on where to make the folder, I have no live folder.
You did not install in the default location. Are you talking about the game or where you downloaded an add-on?
If talking about the game and an Add-on folder was not created in the Documents>ESO>Live you can try to create the folder and see if the game will recognize add-ons placed there. It did not work for me one time that folder was not created. I reinstalled the game.
Beyond that, submit a tech support ticket as they are best suited to help you unless someone happened to have direct experience with the same issue.
just think twice before you install add-ons - your game might convert into a move from point to point just looking at your mini-map game without really being part of the world and experiencing it in a more immersive way. What is good for you depends of course on your preferences - but my game experience got so much better since I stripped all add-ons from my game.
I installed ESO in a custom location on D. My Documents library was moved to the D drive as well, *but*, Documents-->Elder Scrolls Online-->live-->AddOns is still where the addons live.
i.e. No matter where ESO's executable is, the addons folder should be in Documents-->Elder Scrolls Online-->live
(unless Set ChannelName "live" is not the value you see in <game folder>\game\client\Appsettings.txt )
