Tons of NPCs with speaking and animation problems since U26

I've noticed many (maybe most?) NPCs are either not moving their lips when speaking, or they don't speak at all. The zone doesn't seem to matter - from NPC merchants to main questline NPCs. There doesn't seem to be any specific set of NPCs that work or don't.

PC/NA - anyone else experiencing this? I couldn't find other threads or known issues reports (doesn't mean they're not there, I just didn't find them!).

    I've had this happen a few times on PC/NA. Also had a couple of voice lines not fire even though I knew there was suppose to be a voice.

    I've had this happen a lot during the Western Skyrim main quests. I remember somewhere saying due to the pandemic that they had to omit some voice lines till later, but I forgot where exactly I read that.

    IIRC it was in the PTS patch notes, but it sounded like they were expecting/hoping for it to be resolved before launch.

    And I've had this issue in places like Greenshade and Gold Coast, places that shouldn't having any missing lines or animations.

    A friend and I both experienced this while doing the Russafeld quest in Summerset yesterday, but at different times with different NPCs. For the space of one conversation (series of dialogue windows), the NPC would not show speaking animation and there was no voiced dialogue. We had to read the text to see what they should have been saying. In his case it was Soravil toward the beginning of the quest, and for me it was the wife of the Bosmer chief toward the end. In both cases the other person got the spoken dialogue just fine. This was also about 2-3 hours apart since we took a break in the middle of the quest.

    I noticed it in The Rift, Auridon, Wrothgar and Eyevea. Possibly Reaper's March, but I can't remember exactly. It's happening in a lot of places - pretty much anywhere I'm talking to NPCs.

    I mentioned this in the "everyone is down on Greymoor" thread, but I didn't realize it's something "new."

    While previewing Greymoor on the PTS before its release, I encountered an NPC whose lips didn't move when he spoke, so I reported it as a bug. A few days later his lips moved as expected.

    Last week I was playing in Stonefalls on my newest PC EU character and encountered an NPC whose lips didn't move when she spoke. A few hours later I ran into her again and her lips moved as expected.

    At the time, I took it as an indication that whatever was causing this behavior must have been in the game for a long time, and has no connection with Greymoor. If it's something that only just started to happen, then I guess I was mistaken about that?

    Also experienced this for the first time today but I havn't played much since Greymoor came out, NPC was Lorela the stablemaster. She neither had her voicelines nor moved her lips. Please get on this ZOS.

    I got a quest in Blackreach yesterday that not only had the voice dialogue missing, the NPC was missing too (werewolf side quest. The missing NPC is the alchemist).

    That quest is full of dialogue problems. The quest giver kept on cowering and kicking me out of the dialogue and many of the dialogues from the various NPCs in that quest seem to be missing.

    I turned in an Undaunted pledge, and there was no sound or lip movement, only text.
    "Get off my lawn!"

    It comes and goes-- it will happen with a character, but then later that NPC is okay.

    Last night I noticed one of the other issues that people have mentioned-- the dislocated jaw. I was questing in Stonefalls on my newest PC EU character and went into inventory to see if any of the gear I'd come across was better than what I currently had equipped, when I noticed that my character's jaw was skewed to the side. I went in and out of inventory several times but that didn't affect it. I think it finally fixed itself when I took a wayshrine back to Davon's Watch.

    Yeah I noticed it happening a few times. So you're not the only one.

    I've seen that long before U26, so it probably isn't anything new with U26. But whenever I've seen it, they vanish for only a very brief time (a second or less) and then reappear, so I don't know if it's gotten worse with U26?
