For the base zones these leads are purchased at npc merchants. (NPC vendors that are labeled as “merchant” as opposed to say “mystic”.) I am not sure, but I think there is an achievement required to get them as well.

I would assume these leads work the same for the chapter areas.

Is this RNG? I thought with the Pathfinder achievement the NPCs are guaranteed to offer it for sale.

That was my impression so far (that it is guaranteed).

You just have to buy it for 1 000 gold on any merchant.

I said merchant not specialize vendor, the easy way is to go in an inn and talk to the merchant inside and there is the Lead.

I just checked. The lead appears in the merchant's inventory, but you need the Pathfinder achievement to buy it. Disclaimer: this was in Vivec City, the character didn't have the achievement but another on the account does.

As pointed out, it's only on the merchant designated 'General Goods Merchant', but will also appear in the inventory of the random merchants you find on the road. Sometimes I found these tricky to locate.

Sort of a side question: Are there any other purchase-able leads besides the maps?

Merchants labeled "Innkeeper" will also carry them.
