It should be purchasable under the furnishing tab in your house.

Go to your house. Press f5. Press R(I think? Don't remember, the "browse" button). On the top right go to the crown options. Find training dummy section. TA DA

Or: ask if a guild mate or master has one, travel to their house, and save yourself a chunck of money.
