There is a trader on the main road in Hew's Bane that has a basket with 3 soul gems to steal.

Take the Soul Lock ability in the Soul Magic skill tree under World. This will fill up any empty soul gems you have quite quickly as you kill stuff in your questing. I end up with so many filled soul gems that I vendor them by the thousands from time to time to free up bank space.

In Daggerfall there are usually 3 to 5 empty soul gems lying around in the enchanter's shop (across from the bank, next to the blacksmithing forge). You can usually find 1 or 2 on the countertop, and 2 or 3 more in the lidless crate behind the counter. If you're careful, you can steal them without getting a bounty.

You can usually get 1 or more empty soul gems each day by completing crafting writs for Enchanting and Jewelry.

You can also buy both empty and filled soul gems from certain NPC merchants; check at the Mages Guild.

Other than that, you can find either empty or filled soul gems in treasure chests.

When you're starting out in ESO, soul gems seem to be difficult to come by. But after you've been playing for a while, you'll find yourself swimming in soul gems.

Get them from bosses from dungeons, delves, dolmen, trials. They also drop from world bosses, n dragons if not mistaken. They might also drop from world random events that require you to kill the daedra that appear.

i get more than enough of them from doing enchanter writs. I rarely ever need them anyway, so i just fill them up and sell them as additional income.

I think the OP wants to farm them without too much effort.

Those 3 to 5 in the Enchanting shop are probably your best bet, and the NPC won't attack you if she sees you stealing them, she'll just give you a bounty. If you wait until she gets up from her chair and walks over to the counter, you can usually steal the soul gems without being seen by crouching behind her until you're hidden. She walks between two different spots behind the counter, and through experience you can figure out which spot is best for being able to steal the soul gems in the crate (when she's toward the left) or the soul gems on the countertop (when she’s on the right but you have to crouch behind her so she hopefully doesn't see you).

After you steal the soul gems, you can fast travel to one of the player housing properties that you don't own yet, to preview it, and when you exit that property you'll end up in the Enchanting shop again, usually with a fresh batch of soul gems to steal. So you can steal them all, preview a house and exit back to the shop, steal more, preview the house again, steal more, etc. And if you get a bounty you can either hang out in the Enchanting shop until your bounty dissipates, or spend some time in the housing preview, or port back to your room at the Rosy Lion Inn if you have it, or sneak out of the Enchanting shop while you still have a bounty (being careful to avoid the guard who patrols in the area between the bank and the Enchanting shop), sneak out of the town gate to the left (avoiding the guards at the foot of the steps near the stablemaster), and go kill some wolves to fill your empty soul gems.

Eventually you won't need to farm soul gems like that anymore.

Enchanting writs are a great source of them.

Public dungeons as well, since you can kill the bosses on a rotation.

You can also buy them from a few vendors, but they're so easy to farm in overland. If you're on ps4 na I'll give you a stack or 2. If you're really desperate, you can buy stacks(200) from guild traders for around 6-10k gold.

Best place for stealing soul gems imo is Craglorn.

Roughly in the middle of town where the many outdoor stalls are is a merchant called Mathon Nosebreaker.

His stall will typically have 8 - 10 soul gems to steal, and it is very easy to steal them all without getting caught doing so.

I used to steal mine from the Vukhel Guard enchanter when I was a newbie... but the stall in Craglorn is much more profitable.

Yes, that's a great spot for farming soul gems. The only reason I specifically mentioned the Enchanting shop in Daggerfall was because the OP said they're in Daggerfall.

In Vivec City, there's usually a few soul gems lying around on shelves and countertops in the Mages Guild, so that can be a good place to farm them if you're a new player who's sticking close to Vivec City.

No matter which zone you're starting out in, if you're brand new to ESO-- that is, if you don't already have stacks and stacks of soul gems sitting in your bank account or storage chests from your other characters-- then you can usually find one or more spots in every city where you can farm soul gems when you're running low.

And aside from getting both empty and filled soul gems from treasure chests, there are occasionally spots out in the wild where you can find one or more soul gems just lying around, such as the empty soul gem that's lying outside the Pariah Catacombs delve in Stormhaven. In general, most delves and at least some dungeons usually have one or two empty soul gems either lying on the ground outside their entrance, or else just inside their entrance, typically near the shrine where you can resurrect inside the delve if you get killed. If you aren't already drowning in soul gems, it pays to grab those free soul gems whenever you're getting ready to do a delve or dungeon.

One - you can buy them from the mage guild vendor. They are cheap enough.

Two - you can find some in treasure chests, along with loads of other goodies.

Three - there are some places, often around mages guild, enchanter shops and cultist sites where some are lying around for the taking.

Four - enchanting writs sometimes come with a complementary soul gem reward.

Me, I have found so many in my treasure chest hunts, I never ever needed to buy any.

And as has been said, the best way to fill them is to go with the "soul lock" passive...
