Heling at Cyrodil is completely bugged

This is my death recap from almost 7 sec single fight with 4 flag guards at resource. CP campaign. As templar healer (destro/resto) I should be overhealed. Dropped here Ritual of Retribution (should tick every 2 sec -no effect), prior to it used Radiating regeneration (been expecting almost 19k heal over 10 sec.... ok healing is decreased by 60% at Cyrodil, so let's say i should take about 7K hp, got one single tick 1,7k hp -where the rest is gone?), used Purifying Light (no effect at all), used Repentance on 2 already killed guards - 0 effect, Puncturing strikes ticked only 2 times.... ah, yes, I got nice 296hp heal from CP passive, lol.

I am having issues to heal in battlegrounds, not sure if it works same than Cyrodill and i don't usually look the numbers but yesterday playing bg could not heal anyone for more than 1000-1200hp with radiating regeneration, and Illustrious healing was barelly giving hp to my group. I never had so hard time healing before. Did 4 or 5 bg and even tried changing sets to see if I was doing something wrong or different than before but nope, I was totally useless as healer.

Upgrade: did bg today again and heals are totally nerfed. My character is templar pure healer and I am not able to heal on pvp, just once I could heal someone for more than 1k, the rest of the time they were getting around 600-800 hp, that doesnt seems correctly unless ZOs wants that only dps do pvp. I am pretty sure that is not the way it was working before.
