Some mechanics and enemies moving like they're on x2 speed

Since the Greymoor update dropped, myself and some others have noticed a difference in the speed that enemies move at, and the speed of some enemy attacks. There seems to be a 50/50 chance of this happening. I haven't gotten videos of them yet, but here's a few I've seen/heard from friends:
Has anyone else experienced this too?

- Dragons in Northern & Southern Elsweyr - The attacks the dragons use the skills Fire Breath/Frost Breath/etc they cast them at double speed, sometimes the dragons don't even make it fully across the battle area before the breath appears on the floor. Many times it's so fast people can't even get out of the way, like insta-kill. They also land twice as fast that they end up teleporting to make it "in time".
- Random enemies in all zones, dungeons & trials - Such as Alit, Zombies or Terror Birds running at Mach speed to and from places. Not just when they de-aggro. Even the Fates during veteran Sunspire do this sometimes.
Has anyone else experienced this too?
