West Skyrim Daily Quest Bug

I just detected this today. Not sure how to reproduce yet. I picked up a daily quest from Tinzen. However, this blocked me from picking up daily quest from Hidaver. Once I turned in the daily quest for Tinzen, I was able to pick up daily quest from Hidaver. I know Tinzen had me to go a quest on Dragonhome delve whereas Hidaver gave me quest Circle of Cheaters.

I also encountered this bug today. The quest from Tinzen was 'The Preservation of Life'. When I abandoned the Tinzen quest, Hildevar offered 'Circle of Cheaters', and then I was able to get the quest from Tinzen again.

I have encountered this issue too, but only for that one same delve daily mentioned above, "The Preservation of Life" (Dragonhome delve).

How can I get this resolved?

I have completed The Preservation of Life quest, I have dropped that same quest and I still don't get the Circle of Cheaters.

I have even asked a friend to share Circle of Cheaters with me but it just doesn't work, he receives a message that says he is unable to share the quest with me (even when I have no World Boss quests active).

Any ideas?
