ESO Plus But DLC Still Shows in Crown Store?

I've been playing ESO off and on since launch. I have most DLC and Chapter packs but not all. I am a game reviewer that received the Collector's Edition of Greymoor so I signed up for ESO Plus to get back into the game. After signing up and relogging into Steam and the game, I see all chapters as "Purchased" in the store but all DLC still have crown prices next to them. Am I missing something or how do I know if I truly have all DLC unlocked?

    You have access to the DLC with ESO plus, but you don’t own it. If your subscription lapses and you have not purchased the DLC, you lose access.

    Ok so how do I access the DLC on ESO plus? Since I have been out of the game for so long, I am not familiar with the context or location of the DLC content. Also, if I purchase the DLC in store while sub'd to ESO Plus, I get bonus items?

    You would have to buy the Collectors editions to get the bonus items.

    To access the DLC, you can go to the help menu where you will find the starter for each DLC. You could also travel to the zones or pick up the quest from the quest giver, such as Stuga of "Do you know how long I've been looking for you?" fame for the Orsinium DLC. For Dungeon DLCs,you merely queue up for the dungeon or get the pledge from the Undaunted.

    If you are an ESO+ subscriber, you should purchase DLCs for two reasons:
    - if you want to end your ESO+ in the future, but will want to keep permanent access to the DLC by owning it
    - if you want to get the Collectors edition of that DLC (that includes the bonus items like the mount and pet), since your ESO+ only grants you access to the basic DLC, but doesn't come with extra items.

    Otherwise, you won't notice any benefit if you buy a DLC as an ESO+ subsciber, and it would be a waste to buy them. Also, an ESO+ member buying a Collector's Edition DLC gets no bonus items compared to non-ESO+ players who buy a CE DLC, nor will the price be lower for you, if that's what your question means.

    You can access all DLCs you own from your Collections menu, under the 'Stories' tab.

    And as Varanis said, there are DLC quest starter NPCs in certain cities too, but as a new player it's probably easiest to access DLCs from the Collections. There are a ton of quest starter NPCs so it can get confusing.
