Does Simmering Frenzy Bypass Damage Shields?

If you cast a damage shield on yourself while Simmering Frenzy is active, will Simmering Frenzy eat into the damage shield instead of your health bar?

No. I believe it is still health. there is no way to make this viable outside of a snipe gank build.
    But remember
"it ticks all the boxes of what it means to be a vampire"
"BlooD FReNZy TicKS aLL thE BoXes of WhaT iT mEanS tO bE a VaMpiRe"

I believe it does bypass your shield.

Its resource cost is health vs magicka or stamina. You aren't "taking damage", but paying for a skill with your health bar.

Given that it is off GCD, I can easily see people working it into Macros or adding it as an additional step when weaving to still get the buff at 50%+ uptime while avoiding the ramping damage per second.

Rather than it costing health while active, they could have made it cost primary resource while active. It would then be impossible to sustain through without some serious building towards it, but would still be possible to use for a burst. Kinda like an overcharge ability.

They have some sort of fixation on Vampires harming themselves to deal damage, which is thematically opposite of everything that defines vampirism in general, let alone in Elder Scrolls.

If they want to keep with that route, another possible option would be to make it so that while Blood Frenzy is toggled, all abilities have their cost added as additional health cost (with the cost reduction from vampire applying at double potency for a max reduction of 48%). This way the health cost is still substantial, but not completely unmanageable if you lean into being a vampire. It also solves the lag problem, and really gives you better control over exactly which abilities you want it to be toggled on for.

I thought it was weird when they made some of the Nightblade healing harm-based too -- really turned me off of Nightblade healing.

Shields absorb incoming damage. The cost of an ability isn't incoming damage, even if it costs health so shields would not negate the health cost. Nothing can prevent the cost, but cost reduction abilities or buffs will make it cost less health. The only way to offset the health cost is to out heal it.

Health cost abilities cause oblivion damage so you can't rely avoid it in any way.
