I was trying to decide which two sets would do more damage in pvp. Stuhns and titanborn or new moon and titanborn? Disregard the off balance having to proc, and titanborn requiring the missing health just assume they are active. Do you think stuhns and titanborn would be too much penetration for pvp?

No, the total penetration will be ~13.2K, which is good. Even if you have access to Major Fracture it will still be ok, most people have +18K resistances when fully buffed.
With Major Fracture you won't need CP points on Piercing unless you want to deal with tanky targets, so you can use them somewhere else.6
