Are Leads account wide?

I couldn't find an answer so hopefully someone knows this.
Are leads bound to account or character? I.e. if I find a gold lead on one of my characters, do I have to scry it with that character (which means I have to level aniquities skill lines) or can I scy and excavate it with my character that has those skill lines maxed out?
I am just starting to get scared the grind will be too much when it comes to farming leads.

Your anitiquities "main" character can then scry for it.3 -
